The “Birao Peace Agreement”, concluded on April 1st 2007 between the government of the Central African Republic and the UFDR rebels (Union des Forces Democratiques pour le Rassemblement), ended the conflict between the two parties. It included an amnesty, and provisions for disarmament, demobilisation and reintegration of former UFDR combatants into the regular army. It also provides a framework for UFDR’s participation to the political life in CAR. 

Accord Politique de Ouagadougou

In this agreement, the parties decided to accelerate the identification of populations in order to move forward the electoral process. They also pledged to proceed with the disarmament process pursuant to previous agreements. They agreed that state authority will be restored in the entire territory through the redeployment of public administration. The parties also agreed to abolish the confidence zone and to progressively remove all foreign troops that were monitoring this zone. This agreement will be monitored by a Permanent Cooperation Framework (Cadre Permanent de Concertation).

Accord de paix entre le Gouvernement de la République Centrafricaine et les mouvements politico-militaires FDPC et UFDR

Following this agreement (signed in Syrte, Libya), the parties shall cease hostilities and the troops of FDPC and UFDR should be cantoned, pending their reintegration or reinsertion. The agreement also entails provisions on the release of prisoners, return of refugees, and political participation. A follow-up commission is established to monitor the implementation of the agreement.
