This agreement details the timeline and procedures for the implementation of some of the provisions of the 'Accord Politique de Ouagadougou', in particular regarding Disarmament, Demobilization and Reintegration (DDR), public administration, voters registration and the presidential election.

The parties to the agreement decided to have a common approach to deal with the Ex-Far/Interahamwe. The Government of the DRC agreed to design a plan to disarm the Ex-Far/Interahamwe and the Government of Rwanda agreed to take all necessary measures to secure its boundaries.
