The Bicesse Accord is a comprehensive agreement that includes four documents: a ceasefire agreement; fundamental principles for the establishment of peace in Angola; concepts for resolving the issues still pending between the Government and UNITA; and the Protocol of Estoril which includes elections, military monitoring, internal security, political rights of UNITA, administrative structures and formation of the Angolan Armed Forces.

This agreement ends the conflict between the Government and the Movimiento Armado Quintin Lame. It legalises the Movement as a political party and guaranties them representation in the National Assembly. It also details a plan for reinsertion, defines measures to promote human rights and establishes procedures for Disarmament, Demobilization and Reintegration (DDR).

This agreement defines the participants to the future negotiations between the Government and the FARC.

This agreement calls for constitutional reforms for the armed forces, judicial system and human rights and electoral system.

This agreement implements the Oslo Agreement from the 30 of March 1990 and provides the rules of procedure by which the negotiation process will be conducted.

Signed on the same date as the Mexico Agreement on the Procedures for the Search of Peace by Political Means, it  sets out the agenda and issues for the negotiating process.
