This declaration concludes the third round of talks on confidence-building measures between the Georgian and Abkhaz sides to improve security and cooperation between the parties. It also calls for the establishment of mechanisms to assist implementation and promote dialogue.

The agreement, inter-alia, establishes a neutral Boundary Commission to delimit and demarcate borders based on colonial treaties and calls for an investigation regarding the origins of the conflict. It also establishes a Claims Commission to decide by binding arbitration all claims for loss, damage or injury by one government against the other or by nationals against the parties.
