Agreement on Temporary International Presence in the City of Hebron (II)

Pursuant to Article VII of the Interim Agreement on the West Bank and the Gaza Strip, dated 28 September 1995, the two sides agree to the establishment of a Temporary International Presence in the city of Hebron ('TIPH'). The tasks of the TIPH includes to promote the well being, security and stability of the Palestinians living in Hebron. This agreement supersedes the agreement on Temporary International Presence in the city of Hebron of 9 May 1996. 

Preliminary Agreement on National Reconciliation Pact

This agreement precedes the Bangui Accords of 25 January 1997 and reaffirms all provisions contained in the Report of the Committee on Consensus Building and Dialogue from the 16th of January 1997. It provides for a mechanism of arbitration in case of complaints concerning non-compliance to this agreement and supports all future negotiations.

This agreement was signed by the parties at Guatemala City on 29 December 1996 in the presence of the United Nations Moderator, Mr. Jean Arnault. The agreement is a detailed guide for the implementation of all the commitments undertaken by the parties in agreements signed since 1994. It sets out a calendar for the phased implementation of those commitments and for the establishment of the Follow-up Commission.

In this agreement, the parties provide a timeframe for the completion of  negotiations. The document provides interim measures that shall be taken until the next round of talks. The parties also agree to cease all hostilities during the talks and to establish a Commission on National Reconciliation for the transition period.
