This is a comprehensive agreement establishing a National Reconciliation ending the political and economic crises. It addresses issues such as practice of good governance, elections and restoration of stability and order.

This agreement sets the framework for future negotiations and establishes a forum for national dialogue to discuss peace, democracy and social justice.

This agreement implements the Burnham Truce of 10 October 1997 and extends the period of the Truce until 30 April 1998 pending negotiations to address the political issues. It also calls on the United Nations Security Council to establish a peacekeeping force to assist in the monitoring of the agreement.
