In this communiqué, the member states of the Economic Community of West Africa (ECOWAS) call on the parties in dispute to abstain from the use of force and to start a dialogue. Furthermore, the member state have agreed to establish a contact group to mediate between the parties in dispute and negotiate a cessation of hostilities and a framework agreement to resolve the conflict.

Machakos Protocol

This framework agreement restarts the peace process in Sudan and outlines the principles and issues to be addressed in future substantive talks to resolve the North-South Sudan conflict. It sets forth the principles on governance, the transitional process and structures of government. It establishes the principle of self-determination for the people of South Sudan. The parties agree to continue negotiations on the outstanding issues of power-sharing, wealth-sharing, human rights and a ceasefire.

Memorandum of Understanding (Luena Agreement)

This Ceasefire Agreement aims to guarantee the achievement and activation of the ceasefire and resolution of all pending military issues (under the terms of the Lusaka Protocol from 15 November 1994). It includes the definitive resolution of the armed conflict and the renewed undertaking of the complete execution of the task, concluding with the formation of the Angolan Armed Forces as envisioned in the Lusaka Protocol. The Luena Agreement together with the Lusaka Agreement form the final settlement of the Angolan conflict in 2002.
