Constitution Making commonly involves considering two sets of key choices:

  • How the constitution will be made? For example, what will be the role of the public, how will the constitution making body/bodies be composed, and/or how will it make decisions?
  • What will the constitutional text say? For example, how will the executive and legislature be selected, how many levels of government will be established, and/or what will the amendment rule be?
